Complicating matters, the contractor is demanding millions of additional dollars to finish the project—funds WSDOT is currently contesting.

Historically, when delays stretch this lengthy, costs tend to escalate. The original contractor’s bid was $705 million, but the financial impact of this delay remains uncertain. Hodgson mentioned they are still analyzing updated traffic and revenue forecasts based on the new 2027 completion date, which will shed light on budget ramifications once finalized.

Despite the ongoing legal battle, WSDOT continues to collaborate with the contractor, seeking ways to expedite the construction timeline whenever possible.
