The highly anticipated extension of the express toll lanes from Bellevue down to Renton, originally slated to finish by the end of this year, is now pushed far beyond the expected timeline.
The Washington State Department of Transportation (WSDOT) had intended to complete the I-405 widening project and extend the express toll lanes all the way to State Route 167 by year's end. However, Lisa Hodgson, the project administrator, revealed in an exclusive interview on Monday afternoon that the completion date will slip until summer 2027—meaning at least an 18-month setback.
So, what caused such a significant delay? Hodgson pointed to a combination of factors that include navigating challenges through the pandemic, a strike by concrete workers, and disruptive weather conditions. Yet, the core issue boils down to something more straightforward: the project has missed important milestones, and construction has not progressed as smoothly or swiftly as initially planned.
"We’ve observed that several key benchmarks were not met, and this has slowed our overall progress," Hodgson explained. The responsibility for this lag rests squarely on the shoulders of the contractor, WSDOT made clear. In fact, litigation against the contractor began back in 2023 once it became apparent the timeline was unraveling.
Though Hodgson refrained from detailing the legal complexities, she emphasized the state’s priority: ensuring all contractual obligations are fulfilled while safeguarding public interest and financial accountability. Complicating matters, the contractor is demanding millions of additional dollars to finish the project—funds WSDOT is currently contesting.
Historically, when delays stretch this lengthy, costs tend to escalate. The original contractor’s bid was $705 million, but the financial impact of this delay remains uncertain. Hodgson mentioned they are still analyzing updated traffic and revenue forecasts based on the new 2027 completion date, which will shed light on budget ramifications once finalized.
Despite the ongoing legal battle, WSDOT continues to collaborate with the contractor, seeking ways to expedite the construction timeline whenever possible.
What should Eastside drivers take from all this? Hodgson acknowledged the frustration many feel: "We understand this news is disappointing, especially for those navigating construction daily. Everyone is eager for the project to reach completion." When it eventually wraps up, the express toll lanes will stretch from Lynnwood down to Auburn, promising a smoother commute—although the extended wait may leave some questioning if it was worth it.
